Important City Council 11/17 Agenda, 6:30 PM

Support for the new Larkspur modern library at The Commons is moving forward.

There are three items on the City Council’s agenda for Wednesday, November 17 that are important to The Commons Foundation and the fundraising and construction of the new modern library at Rose Lane for Larkspur. We urge you to show your support for the City Council process, attend the meeting via zoom and voice or email your support for these three items.

 

Consent Calendar:

4.5 Adopt Resolution 61/21 authorizing an amendment to the letter of intent with The Commons Foundation.

“At its November 4, 2020, meeting, the City Council authorized the execution of a letter of intent between the City and The Commons Foundation, the non-profit raising money for the construction of a new Larkspur Library. The letter states it is effective for twenty-four months following execution. The letter was executed on November 9, 2020. Through the Council’s ad hoc committee that meets with The Commons Foundation, the Foundation’s Board is requesting that the letter be amended to be effective for twenty-six months so that the expiration occurs after the close of Tax Year 2022. The Foundation’s Board reports that the letter still being in effect through the tax year will assist them with fundraising.”

8.1 FURTHER REVIEW OF OPTIONS FOR DEVELOPMENT OF THE CITY’S PROPERTY AT THE INTERSECTION OF ROSE LANE AND DOHERTY DRIVE

Council to receive presentation and provide direction to staff.

“The grant requires a commitment from the City to match the grant amount dollar for dollar. Between now and February 2022, the City Council must determine the City’s capacity to match any grant amount received. (The program requires that matching funds be local funds; the recent award from the state of $1 million cannot be used as a matching source.)

Staff is working under the assumption that it should pursue the maximum award possible, which is $10 million. Staff is evaluating the City’s various funds to provide the Council with a comprehensive assessment of dollars available and the policy implications of shifting these funds from their current designated purposes to this project.”

8.2 DESIGNATE THE CITY’S PROPERTY AT THE INTERSECTION OF ROSE LANE AND DOHERTY DRIVE AS “THE COMMONS”

Council to consider adopting Resolution 63/21 designating the City’s parcel at the intersection of Rose Lane and Doherty Drive as “The Commons.”

“Through the Council’s ad hoc committee that meets with The Commons Foundation, the Foundation’s Board is requesting that the City Council designate the City’s property at the intersection of Rose Lane and Doherty Drive as “The Commons.” The Foundation’s Board suggests that such a designation will eliminate confusion for the public and prospective donors and will assist the Foundation with branding.

If the Council adopts this resolution, staff will limit references to the property as the “Community Facility Parcel” to references to adopted legal documents, such as the Community Facility Parcel Master Plan.”

Simplifying communications, extending the fundraising period by a month, and learning more about the City’s grant funding strategy are all important steps forward. As the designated fundraising partner for the City of Larkspur we are very encouraged by these steps.
